I've never seen it on a local console. In my case it's always been
related to incompatibilities in various versions of ssh, in which case
the error appears right on cue on a schedule which corresponds to the
key regeneration interval.
So ... if ssh is involved, update everything to the latest version of
whichever ssh distribution you're using, and it will probably go away.
