Is there any chance the information contained in the /var/run/syslogd.pid
does _not_ correspond to the actual PID of the running process? That could
cause an error in the init scripts. Also, you may want to edit the
/etc/rc.d/init.d/syslog init script and add the debugging option to the
shell simply to see what it does line by line:
#!/bin/sh -x
That should give you some information as to what's actually going on.
