Little help requested.

What do I need to do in order to get my RedHat 7.0 to function 100 % in
english?
Some of error messages and man pages appear in "bullshit" (i.e. "%&#Eo%").
How am I supposed to figure them out....?
At the same time the KDE interface has some text in Japanese (i.e. the clock
on the right hand lower corner).
