I don't know about conversion, but there is a gtk program 
called ManEdit out there which is adequate for rapid man page
development. It has some ready-made templates and it uses an 
XML manual page format instead of the horrible groff/troff
format.

I don't recall the URL but try  a 'manedit' query at 
freshmeat.
