In /etc/pam.d/ftp the line
auth required /lib/security/pam_listfile.so item=user sense=deny
file=/etc/ftpusers onerr=succeed
indicates that the file to use is /etc/ftpusers. It is poorly named in
that it's actually a list of users NOT allowed to ftp. I added the user
"anonymous" to this file and it also seems to have disabled login as "ftp"
also.
