What is this? Some kind of stealth scan? I've seen a couple of these in the
last few days (same offender, same ports).

As you can see I am pretty lax with UDP traffic (well, I log, block
privileged ports and don't run X on the firewall), but what is this person up
to? Is (s)he expecting a response? Afaict this packet goes nowhere, so what
does (s)he expect?
