Will the VNCViewer from the VNC packages do what he wants to do? Or does the
VNCViewer still require X?

Ofcourse, he would still have to install the VNCServer on the 7 Box :(
I just find it easier to use VNC then all the other housekeeping associated
with setting DISPLAY etc.
