Firstly,password verification is always done if a user is valid.
Secondly,normal users don't have any special priveleges unless you set
permissions for them.
Entries int the contrl panel can be modifies only by "superuser" and not
any ordinary user unless you set it so.
Disk writing is limited only to user's home directory by default unless
you set up other directories as writable by all users.If you are talking
about limiting disk space,then,you need to read about "quotas".
man quotas
