ATA100 is just a protocol your HD uses to transfer data to/from an ATA100
IDE controller. While the protocol is theortically capable of handling 100
MB/s it doesn't mean your HD can push data that fast. 

Just because a drag strip may allow 300+ mph speeds doesn't mean you get
that speed from any car you run on it.

Your HD numbers look reasonable.
