This is what I found:

[root@sandbox /root]# which kioslave
/usr/bin/kioslave
[root@sandbox /root]# rpm -qf /usr/bin/kioslave
kdebase-1.1.2-33
[root@sandbox /root]# apropos kioslave
kioslave: nothing appropriate

It appears to be part of the kdebase package.  You may want to do a search
on their main site (http://www.kde.org, I suppose).  I've also done a quick
search on the Net and a lot of people seem to be reporting this kind of
behavior.  It appears to be related to the multimedia capabilities of
the OS, and you may want to try to disable it.
