Sorry. I missed your original question.

Are you trying to get tftpd to answer on a specific virtual interface? If
so, you should try using the 'bind' option with xinetd. I forget if this
is possible with old inetd.

If you are trying to get the tftp client to bind on a specific interface,
I'm not sure that is possible without modifying the source.
