I did this on my RedHat 6.1:

------------------------------------
$ rpm -q cpp  # command
cpp-1.1.2-24  # my system's answer ....
-------------------------------------


If I saw this:
------------------------------------
$ rpm -q bla
package bla is not installed
$ 
-------------------------------------
... then I'd *perhaps* try to find the rpm named 'bla' I want and
install
it ...


Note:
I am new to GNU/Linux ... I can't guarantee for any advice I give
regarding GNU/LINUX to be correct ... so if you please check them 
*before* ruining your machine ... :)
