You need to read about bash.  I suggest finding a good book.  Or, at the 
least, type 'man bash'.  Both of these commands persist until you close 
them.  Control-Z does not close jobs, it "freezes" them.  Control-C will 
kill a job (there are many methods, typing 'q' is preferrable while in 
top).  Doesn't it complain when you try to log out about how you have 
stopped jobs?

So, yeah, this is normal.  If you understood what was going on, you might 
even find it a wildly powerful feature of the system.
