It means your CD-ROM drive could not read the track on the CD.  This could
be because the track is not written (Reading past the end of data on a
CD), that you have a scratch on the CD at the wrong place, that your drive
is bad, or that you are trying to read a CD-R/W disk in a drive that
doesn't support them.  You can also get this error when reading a
multi-mode CD on older drives that do not support some of the modes.  I
have also see this error on a couple of CDs with a form of copy
protection.
