dial-up as user

Hy, all   I am using RH 6.0 and I have problems with permissions when I want to make a dial-up connection as user. As root there is no problem. I modified the permissions for pppd, resolv.conf (this seems normal) but is also necessary to modify permissions for ttyS1. It works only if I make it rwx-rwx-rwx. Why is this happening ? I understand x , but why also w ?   TIA Cristian
