A while ago, I found the address "208.165.182.254" in a rejected connection
list in a log file.  Trying to do a reverse DNS lookup on that exact address
failed.  I found a way to look up the RANGE of addresses, so that I got the 
following:

Cable & Wireless USA (NETBLK-CW-10BLK) CW-10BLK  208.128.0.0 - 208.175.255.255
LOG ON AMERICA, INC (NETBLK-CW-208-165-176) CW-208-165-176
                                               208.165.176.0 - 208.165.183.255
--------------------

Today, I had another mystery address I was trying to identify.  I
**THOUGHT** I had done this with some kind of "whois" incantation, but my
memory fails me; I can't figure out exactly what I did and reproduce the
above result.

Can you refresh my memory?
