I don't know about the rest of linuxconf, but if you need the network
config stuff (and some other related services like samba) the 'netconf'
part seems to run fine from a root shell in a regular user X login.  The
KDE tools (at least some of them) also run that way; they just prompt
you for the root password.  Besides, linuxconf never seems to let me out
without trying to do something goofy...
