Nope..  The "real" ssh2 just execs sshd1 to handle ssh v1 connections..
Same for ssh|slogin, which will exec ssh1 to handle those..  Openssh 2.x 
handles both types internally, client && server..  Not to mention that
openssh is under the BSD license.
