If you used linuxconf to set up Apache, that may be your problem.
Linuxconf's Apache section is broken and writes an error to the file. If
you have a backup or can get an original copy of httpd.conf, try it. I
don't remember exactly where the error was off the top of my head, but it's
close to the end in a "Files" or "Directory" section where it puts some
extraneous characters.
I had this same problem with getting "Forbidden" messages and even tried
opening the machine completely up like you're doing but it didn't fix it.
