Thanks to all who helped I now have this figured out.

The details: Red Hat 6.2, kernel 2.2 16-3, IP masquerading set up with
Pmfirewall, rp3 used to set up internet connection and wvdial as the
dialler. I selected Red Hat>Internet>Dialup Configuration Tool. In the box
that opened, I selected the connection and then selected the "Edit" button.
I then selected the "Advanced" tab and ticked the "Begin connection when
computer is turned on" option. After selecting the "Apply" button I exited
and added the "demand" option to my /etc/ppp/options file. I rebooted my
computer although I probably didn't have to. It paused when trying to bring
up ppp0 but continued due to the "demand" option I specified. I then started
a web browser on one of my workstations and the modem on the gateway
connected.
