The reasion that the symlinks aren't installed when you install the named
package is because it has to be configured before you run it. As a
security mesure, most services that are installed are not set up to run
when the system is booted. You are expected to configure them, and then
use chkconfig or ntsysv to turn them on.
I think this is a definite improvment. It does make things a bit harder
for a new user, but it also makes for a more secure system by
default. You have to do a little reading before you can start a service,
so hopefully you will configure it before starting it. Also, if you don't
need the service, chances are you will not start it...
