What happens whe you try to connect?
Is 252000 a valid port number?  Seems high to me but I'm no guru.  Have you
tried ssh ssh as a test to see if the port number is OK.  Is ssh running on
the internal machine?  Not sure how it works but is there  a firewall rule
that is applied before the forward that might be filtering out the
packets.  These are things I would look at.
