I finally figured it out. Ssh is compiled with pam support so it looks
at /etc/hosts.{allow,deny}. I had everything denied except for a few
addresses, one of which was not work. Add in their IP address and ssh
works like a champ! I just wish there was an easier way to figure out
that it was pam hosing me.
