I've seen this error message about once every week or two (but sometimes
every day for a week) for as long as I've been at my current job (1.2
years) -- we have a RH 5.2 box doing mail service (sendmail & pop3) for
about 400 users, who mostly use outlook or outlook express.  Occasionally,
for no reason I have managed/bothered to determine, it just stops accepting
pop3 requests.

I'm not sure this is true.  Perhaps it's oe that breaks the server, but once
it's down, `telnet localhost 110` on the mailserver also results in
'Connection refused'.

What I have learned is that the symptom can be fixed by sending SIGHUP to
inetd, so I just do that whenever this hiccup reoccurs.
