The easiest thing that comes to mind is a commercial app called
ncftpd. Ncftpd is a ftp server that is very easy to configure and has some
nice security features. The one you would like is the ability to easily
confine folks to their home directory. Just make your 'master' ftp account
the parent directory for all the other ftp accounts and it should be able
to read/write anything below it.
You could probably do the same thing in a chrooted wuftp or proftp but
you'll have to keep searching for info on how to do that.
