For 5.1, 16M is more then enough to install. Try making a new boot
disk. You might also check to see if there are updated boot images.
I don't remember if the boot images on the 5.1 CD had problems...
You realy should install 5.2 instead of 5.1 if you can get a copy
of it. 5.2 has some important bug fixes. (And the updates for
5.2 have more...)
