If you insist on using the default dir read about chrooting for wu-ftpd, do
as Charles says and change who owns the files, and set the users home dir
same as the web servers dir

or

A preferable method would be to ......

1 Change the document root of the web server..........or
2 Leave all as is, and create virtual host dir that points to a user dir

No 2 is probably your better choice, just be aware that the virtual host
directive allows full control as if it is its own server, you should be
able to read about it here http://localhost/manual/mod/core.html if
Apache is installed.......

I run a mail list at [EMAIL PROTECTED] for Apache use, send subscribe
Apache in the body to subscribe, its low volume (at the moment) if
interested, also there is a list on moongroup I believe.
