We went through passive FTP hell here as well until I added the following to
our /etc/rc.d/rc.firewall (called from rc.local):
# load ip masquarading modules
modprobe ip_masq_ftp
modprobe ip_masq_irc
modprobe ip_masq_raudio
BUT...we are running masquerading, so I don't know if this would work for a
plain firewall...
