This is usually a name lookup problem.  When you telnet or FTP, RH will do a
reverse name lookup on the connecting address.  If you have not setup DNS or a
hosts file, then the name lookup has to time out before you can connect. This
is why it is taking so long.

Either ensure that all hosts that connect to you RH box are listed in its
/etc/hosts file or preferably setup a DNS.  Alternatively, there is probably
some way to stop inetd from performing reverse name lookups.
