A couple of easy ones:

1) Make sure in.rexecd is installed, and not commentd out in
/etc/inetd.conf.

2) Make sure you're not being blocked by the tcp_wrappers (check
hosts.allow and hosts.deny). See if the connection attempt is logged to
/var/log/secure. (More details about this are in a post I just made to the
"Re: Why can't telnet localhost 110?" thread...)
