Yes, absolutely.  Many cards are designed to work within a specific set of
specifications, and exceeding those produces various problems with the way
the data travels on the bus..

Certainly someone more technical can give a more detailed answer, but if
the board, or SIMM, or motherboard was meant to run at that speed
effectively, don't you think the manufacturer would advertise it at that
speed?
