Don't let foreign addresses scare you off.  I have had as good of luck 
with foreign operators as I've had with US operators in resolving 
problems. You can receive entertaining responses like the one Dshield 
received:

We don't care, the major issue is that we don't want to receive this 
kind of mail, because we're a large ISP and we have no control about 
our multiple clients and their Windows systems.

Your mail was annoying, so we simply filtered it out. We know that many 
of them are infected even if we don't receive your mail.

It's pretty much a crap shoot no matter the nationality of the address 
that's been hacked.  The only additional thing that stands in the way 
is the language barrier.
