Try removing .xinitrc and/or .Xclients in $HOME.  If that doesn't 
work:

Try reinstalling the AnotherLevel RPM, after you backup any .xinitrc 
or .Xclients you have in $HOME.  With AnotherLevel 
reinstalled, and no XWin startup files in $HOME, startx will 
run thru some scripts in /etc/X11/xinit, and then 
/etc/X11/AnotherLevel, that cause fvwm2 to display all of the 
RedHat default windowmanager stuff.

If you're really interested in seeing how it all works, read man 
xinit, and then trace the scripts, starting with startx, all the way 
through the AnotherLevel fvwm.m4 scripts.
