Using the feature "virtusertable" is probably your only choice if you insist
on storing mail for your fallback domains (as you state) locally. Based on
my understanding of your post, I would think you would want to simply queue
the e-mail for your fallback domains for later delivery to the primary MX
responsible for the fallback domains.
