You won't be able to do better than 16 color VGA on such a card, because
you don't have the video memory required. Even with 512K, the best you
could hope to accomplish is 640x480x256 or 800x600x16.

And the other problem is that the VGA standard stops at 640x480x16; thus
640x480x256 and higher video modes belong to a different (non) standard,
and Xfree would have to support your card.

Truth be told, Windows does a better job at managing older/cheaper displays
than does X. (I ran X with an OAK 512K video card for a while. :( )
Many X clients just assume that the display has bigger resolution than
640x480, and will only display parts of themselves. Then, there's the
color allocation problem - it is just too easy to run out of
colors.

You should be able to pick up a cheapo Trident or Cirrus-based card with
1 or 2 megs of video ram for 'chump change' :) these days. With VLB, you
might have a little bit more trouble. VLB simply didn't last very long in
the marketplace. You could go ISA -- I'm still using my Mach64-based ISA
video card after three years. Assuming of course that you can find ISA
based cards nowadays.
