gconf unable to set background image on RH9

I've seen this listed as a bug in gconf but can't find any solutions, 
any ideas? Started happening after a reboot.

gconftool-1 -t string -s /desktop/gnome/background/picture_filename 
/opt/images/g8.7112003.18.gif
