Well squid is used for web proxying not pop3 or smtp. Sound like you
have two problems.

One is that your SMTP server (sendmail, qmail, postfix) isn't working
and then pop3 isn't working. What errors are you getting? Can you telnet
to ports 25 and 110? Can you retrieve mail manually over telnet and send
mail?
