Try soimething like this.

ALL:192.168.1.  <- BLOCKS NETWORK
ALL:XXX.XXX.XXX.XXX <- BLOCKS HOST

Or you could block everything and everyone with
ALL:ALL 
and then use hosts.allow to let people in  with
ALL:192.618.1.
ALL:XXX.XXX.XXX.XXX 

That may not be the best way to do it, but it works for me
