Not to put too fine an edge on it, but--why in the world would you
ask
that on a Linux list?  Not that people here might not know the
answer,
but you'd be far better served doing this on a list dedicated to
Windows.

(Not to mention just googling with the keywords "Windows task
priority
change free utility" is always a useful start before posting...do it
both on the Web, and in groups.google.com)
