Well, ethernet is 10 mbps. Perhaps you are trying to get a FastEthernet or
GigabitEthernet NIC to talk to an ethernet hub or switch.

If my prior comment is correct, then both answers are correct. Now, if you
want to limit bandwidth on a FastEthernet or GigabitEthernet network, then
you might take a look at shapecfg.
