Well, first of all, make sure it IS NOT one of those stupid, braindamaged, 
worthless, piece-of-junk WinModems (more like a  L O S E modem, really).
Those things can be used ONLy with Windoze/95. Not even NT or MessyDOS
have drivers for those things, and they won't work without the right
(modem-specific) drivers.

Secondly, if it is a REAL modem, then it should be possible to at least
TALK to it with something such as minicom or kermit or seyon or whatever.

If you haven't yet read the "serial HOWTO" document, I suggest you do
that as your FIRST order of business.

Then, if following its guidelines doesn't help, post here details of
what serial port your modem is on, its IRQ, etc., and results of what
happens when you connect to that port with something like minicom
and send it:

        ATZ
        ATE1
        AT

You should get back at least one instance of:

        OK

But beware, there are lots of crappy modems out there which while not
Winmodems, aren't worth much either. I got stuck with two of those
things last summer. They both were nice high speed modems, supported
disabling Plug 'n Pray (which is good!), configurable IRQ, etc., etc.,
tolerably decent manuals but NO BRAND NAME. They both worked.... sort of.
You could dial with 'em, do a terminal connection, transfer data, but
they were unreliable, would drop connections at random, arbitrarily
garble data. Whenever I would dial INTO my Linux box it worked, but
once I logged off the modem could not be used again for either incoming
or outgoing use until someone killed the getty on that port. All those
problems did not appear with the previous modem, and since I got a 
REAL modem (Microcom DeskPorte external) have not recurred since. So
beware.
