Do you refer here to the text console font or an font in X?  I assume text, since you 
mention line drawing chars.  maybe your problem is the same as mine,
anyway... from your posting..
the font
SYSFONT="latarcyrheb-sun16"
may not be a proportional font like monospace.  so that could explain the issue.
I am not sure about the utf 8 in the text environment.

I'm having font problems, and I think it related to my locale
setting.  The problem seems to be with the line drawing characters.
They all appear as garbage.  I found a file at:
/etc/sysconfig/i18n

This seems to be where I need to change my setting, but can anyone
tell me what it should be set as for "normal" setup in the U.S.?
It's currently showing :

LANG="en_US.UTF-8"
SUPPORTED="en_US.UTF-8:en_US:en"
SYSFONT="latarcyrheb-sun16"
