I had a problem with a nic that kept changing its ipaddress.  I had
configured the box at install with dhcp and then after testing on the
test lan I put it on the production lan with a static ip. Drove me crazy
until I found that restarting the network did not kill dhcpcd.  Turned
out that dhcp was renewing the lease and changing the ip address when it
did so.

killed dhcpcd and all is well.  A reboot would have fixed it, so that
may not be your problem,
