I think what they are saying is that, since RHAS contains proprietary code, you can't install RHAS as a whole on other machines. However, you can install individual packages from RHAS on other machines if the licenses allow. With the SRPMS, you can even build yourself a custom distribution around RHAS that's totally GPL.
