While I can't speak for RedHat, I'd assume it's because the default
kernel has IP forwarding compiled in, but it's not something that's
needed on most machines; hence, it's disabled by default. To turn it
on by default, either go into 'netcfg' and enable it under "Routing",
or edit /etc/sysconfig/network. To turn it on right now, echo '1' to
/proc/sys/net/ipv4/ip_forward.
