I did it using Dial Up Networking (DUN).  I assume you set up the ppp on the
Linux.  You have to go to Control Panel Network and bind TCP/IP because DUN
does not do that for you.  Use (install) Clients for Microsoft Networks,
TCP/IP, and DUN Adapter.  You install these components by clicking the "Add"
button and clicking "Client", "protocol", and "Adapter" respectively to
install.  First install DUN (Windows install wizard) if not already so that
it will show up on the adapter list in control panel network so you can
chose it.  Use the properties button to finish details such as binding the
DUN adapter to TCP/IP, etc.  The Network settings in Control Panel will take
precedence over the DUN settings.  The key is to bind TCP/IP to the DUN
adapter (which is not an adapter but just the com port really).  If you need
more detail let me know.

If you set up the Linux ppp using pap or chap then it is a simple connect.
My computer at home becomes a host on the LAN with internet connection.  I
can see all the computers on the LAN and interact with them.  If I use any
winsock compliant software, I can internetwork (Netscape, Internet Explorer,
etc.)
