I'm not well read on the subject, but I believe the cookies are stored on
the CLIENT side within their browser. I believe the idea is you can store
information within their browser so when they return days later you can
ask the browser for the information back. I believe if you want to store
information on the server, your CGIs will have to accomplish that task.
(That's how I've done it anyways.)
