Try logging in as root, and run "shutdown -c" to cancel the shutdown that
is somehow still pending. (I am not sure how it happened, but it looks
loke the system thinks it is in the process of shutting down.) This
should erase the /etc/nologin file. When the /etc/nologin file exhists,
only root can log in. This is to prevent normal users from logging in
while the system is shutting down. You should have gotten a message
saying that the system was shutting down when you tryied to log in as
a normal user.
Let me know if this does the trick.
