Just had a rethink about this!
Red Hat 4.x used an earlier 2.0.x kernel which did not allow you to
turn on/off IP Forwarding dynamically - it was a compile time option.
I can't remember for sure if the kernels shipped with this enabled or
not, but seem to recall that they did not...you had to recompile.
