Sure. They're subpackages of kernel-2.4.3-12.src.rpm, so if you rebuild kernel-2.4.3-12.src.rpm, you'll automatically get kernel-smp and kernel-headers binary packages. Btw: I'd strongly recommend updating the kernel. There was an errata a while ago.
